Asside from bookmarking W3 Schools and watching some cursory youtube videos about neocities;
Id also suggest you grab This Html cheat sheet, and THIS Css Cheat sheet, both from stanford.
And a fun partner to hobbyist web development, and quite a relic of its time; is HTML, the definitive guide by Chuck Musciano, Which is viewable an hour at a time with a free account through internet archive!
